En las últimas décadas, las prácticas institucionales de la banca y las finanzas en la Argentina han acentuado el fenómeno de exclusión en el acceso efectivo al financiamiento de distintos sectores sociales. Dicho fenómeno se ha reflejado particularmente en las áreas rurales y urbanas marginales. Del mismo modo que en otros países latinoamericanos, el progresivo agotamiento de las escasas instancias estatales de crédito y la insuficiente o nula respuesta de los bancos comerciales privados para llenar ese vacío instauraron las condiciones para que el accionar del sector de la banca y las finanzas llegase a ser aún más exclusivo y discriminatorio. Diversas han sido las respuestas ciudadanas a dicha exclusión y las distintas iniciativas que se adoptaron.
