El trabajo se basa en el enfoque del "Desarrollo Local desde la perspectiva de la Economía Social". A partir de la noción de Alianzas Progresivas se busca verificar cuáles son las fortalezas y debilidades de este conjunto de relaciones en lo que se refiere a la formación de un colectivo potente, capaz de actuar como actor social relevante en la promoción del desarrollo integral de la ciudad de Rosario. La tesís adopta un abordaje metodológico basado en el modelo cualitativo, utiliza la técnica del analisis del discurso en contextos presenciales y virtuales. El trabajo de campo se ha desarollado a lo largo del segundo semestre de 2008, fueron entrevistados más de 30 actores sociales, con perfil socioeconómico variado, que actúan y promueven iniciativas de la Economía Social y Solidaria desde diversos sectores de la sociedad, en el ámbito de la ciudad de Rosario. Con el trabajo de investigación, se buscó caracterizar la naturaleza de las relaciones políticas desarrolladas por este grupo de actores a fin de valorar sus límites y posibilidades en lo que se refiere a la conformación de Alianzas Progresivas en Rosario. La tesis logra identificar prácticas que caracterizan distintos patrones de relaciones políticas entre los actores. En este sentido, se concluye que no solamente es posible ansiar otros modos de relacionarse políticamente, sino que las relaciones investigadas de hecho obedecen a principios novedosos en relaciones sus políticas. Por lo tanto, es posible proyectar Alianzas Progresivas, como un movimiento político eficaz para impulsar procesos de "Desarrollo Local desde la perspectiva de la Economía Social", si se logran construir y desarrollar relaciones y técnicas sociales con capacidad de transformar algunas actitudes y posiciones netamente individualistas y trascender los límites de las diferencias entre ellos. No obstante, aunque existan condiciones de posibilidad para la formación de alianzas progresivas, su construción y consolidación dependerá, principalmente, de quiénes estén involucrados en las prácticas, de cómo logren tomar las decisiones y del sentido que ellos le impriman a esas relaciones. En definitiva, dependerá de si se plantean cuáles son los objetivos comunes de la acción política puesta en marcha, y el valor que les den a sus acciones, qué tipos de diferencias estén dispuestos a aceptar y qué posturas adopten los líderes de las alianzas, en cuanto a su poder y actitud política, si trataran de "mandar mandando o mandar obedeciendo".
