Así, además de cumplir con los objetivos tradicionales de lograr un buen crecimiento, una baja inflación y un bajo desempleo, el país consiguió disminuir simultánea y significativamente los niveles de pobreza moderada y pobreza extrema, así como la brecha de desigualdad. Su desempeño con relación al crecimiento y la equidad se compara con el de los países de América del Sur utilizando la metodología del casillero vacío de Fajnzylberg (1990), que cruza la variable crecimiento del PIB per cápita con la variable equidad, expresada en la relación entre el ingreso del 40% de la población con ingresos más bajos y el 10% de la población con ingresos más altos. Para el periodo 2000-2016, el casillero vacío estaría ocupado por Uruguay, Perú y Bolivia. En el casillero de alto crecimiento y alta desigualdad se ubicarían Chile, Colombia y Paraguay.
