Se entiende por oxidación, un proceso por el cual el atesoramiento de la moneda (en el colchón, el bolsillo, etc.) es penalizada de algún modo, concepto basado en las ideas que Silvio Gesell formuló en los años '20. De este modo la oxidación se vuelve un método para resolver la tensión entre la función monetaria de medio de circulación y la de reserva de valor, compatible con una tasa de interés baja o nula. Como marco teórico se emplea la teoría marxista, según su formulación en "El Capital" de Marx (1999 [1867 -1894]) en lo concerniente a la esencia y funcionamiento de la moneda en las sociedades capitalistas, a las leyes que operan sobre este sistema (la Ley del Valor, la Teoría de la Competencia, la Reproducción Simple y Ampliada y la diferenciación entre Circulación Mercantil Simple y Capitalista). Se emplean también algunos aportes hechos desde la antropología económica por M. Godelier (1974 y 1996) y otros autores, para pensar el problema del atesoramiento en sociedades capitalistas y no capitalistas. En el análisis de ciertos fenómenos monetarios específico (como la relación entre atesoramiento - oxidación - tasa de interés), se recurre a un enfoque keynesiano, según su formulación en la "Teoría General sobre la ocupación el interés y el dinero" de J.M. Keynes (1981[1936]). La metodología empleada combina análisis bibliográfico (especialmente en lo referido a las cuestiones teóricas e históricas), con información empírica de varios casos (obtenida de fuentes primarias y secundarias) y el estudio en profundidad de uno de ellos (el caso de Venado Tuerto- Pcia. de Santa Fe- Argentina). Las conclusiones son las siguientes. En primer lugar, la propuesta de oxidación monetaria, realizada por Silvio Gesell,tiene antecedentes teóricos lejanos y cercanos. Sus proposiciones fueron examinadas, y en parte respaldadas, por algunos de los mayores teóricos de la economía del siglo XX, como J. M. Keynes y I. Fisher y actualmente hay un resurgimiento del interés académico por las ideas de Gesell. Por otra parte, existen experiencias oxidación monetaria remotas y contemporáneas. El análisis de estas nos revela que no existe una única forma de operativizar la oxidación monetaria. Por el contrario, es posible realizar tal objetivo por distintos métodos y Argentina posee, en este sentido, una rica experiencia. En segundo lugar señalamos que la pregunta ¿que resuelve, y que no resuelve la oxidación monetaria?, tiene una respuesta insuficiente en los estudios sobre moneda social (Alburqueque 2004, Primavera 2004). Nuestro análisis indica que los problemas derivados del atesoramiento pueden ser resueltos con la oxidación de la moneda. En cambio el problema de la exclusión monetaria que sufren los sectores populares no se resolvería con la oxidación porque la causa de este problema no está en la tensión entre las funciones monetarias sino en la dinámica capitalista y su Ley del Valor, operando en la base del sistema. Una de las soluciones a este problema es la creación de monedas sociales. En tercer lugar nos preguntamos ¿Es conveniente que la moneda social sea oxidable?, ¿que efectos, posibilidades y limitaciones tendría tal dispositivo?. El estudio del caso de la moneda social oxidable de Venado Tuerto permite constatar que la oxidación impulsa al no atesoramiento y dinamiza los intercambios, aunque puede constituir un freno a la reproducción ampliada. El método Venadense de oxidación resulta muy conveniente para alcanzar una gestión adecuada del circulante. Pero resulta también un procedimiento engorroso que habrá que evaluar en función de la escala de la experiencia. Finalmente es también posible concluir la conveniencia de la oxidación al estilo venadense cuando el sistema de intercambio incluya la aceptación de la moneda social por parte del Municipio (para el pago de ciertos impuestos locales por ejemplo), ya que facilita el control del circulante. La previa identificación y ubicación geográfica de las redes de intercambio vecinal existentes en la comunidad de estudio, permite extraer los elementos que hacen del trueque una práctica de economía popular capaz no sólo de garantizar la reproducción social de las familias campesinas que lo utilizan, sino también de fortalecer el tejido comunitario.
