El enfoque metodológico es de carácter cualitativo, a partir del estudio de dos casos, considerando el periodo 2010-2016. Nuestro interés, y el desarrollo de esta investigación radican en dar cuenta de las particularidades de estos procesos en dos municipios del Conurbano Bonaerense (San Martín y San Miguel) que se encuentran todavía en una etapa incipiente de construcción y consolidación. La reconstrucción de los orígenes de estas dependencias y de los cambios producidos en torno de los lineamientos institucionales y políticas nos permite trazar ciertas continuidades y rupturas, en cada caso y entre estos.El trabajo parte del abordaje teórico acerca del rol del Estado y de las políticas públicas, para luego adentrarnos en el desarrollo de las propuestas teóricas sobre ESS, enfatizando en las diversas perspectivas teóricoprácticas que se pueden identificar, así como en las características que presentan las políticas orientadas a la ESS. Luego, se exponen brevemente los antecedentes de políticas públicas de ESS a nivel nacional, provincial y de las experiencias municipales precursoras y consolidadas en el Conurbano Bonaerense. Este marco teórico, más el recorrido empírico de políticas en otros niveles jurisdiccionales y de casos emblemáticos a nivel local, son la base para el análisis de los casos.El capítulo final de la tesis analiza las experiencias de San Martín y San Miguel utilizando los conceptos propios del campo de la ESS teniendo en cuenta los alcances y de las limitaciones que presentan los dos casos, especialmente en referencia a la orientación, los atributos y los destinatarios, así como los lineamientos y/o perspectivas de sus políticas. Estos factores nos permiten concluir que el abordaje de los procesos de institucionalización a nivel local de las dependencias y políticas de ESS son cruciales para fortalecer a los actores involucrados en este tipo de iniciativas, esto es, tanto para aquellos que están inmersos en este tipo de procesos y que requieren del acompañamiento, capacitación y acceso al financiamiento para fortalecerlos. Así como para los que comienzan a transitar este camino a partir de la generación de algún emprendimiento promovido desde los programas municipales. Finalmente, el tipo de orientaciones detectadas habilitan una construcción más alternativa a nivel del sistema económico con una mirada más amplia en cuanto a los destinatarios de sus políticas, o bien refuerzan lo ya existente.
