Asimismo, nos planteamos analizar cuáles son las dificultades internas y externas que se les presentan. Partiendo de la discusión teórica acerca de la definición de las intervenciones de las políticas productivas, planteamos luego un estudio sobre esta Tipología, a través de un enfoque cuali-cuantitativo. Trabajamos con análisis cuantitativos de los emprendimientos en el total del país, la Región Centro (Buenos Aires, Córdoba, Entre Ríos y Santa Fe), el Conurbano Bonaerense y tres partidos seleccionados (José C. Paz, La Matanza y Malvinas Argentinas). Profundizamos en el estudio del desempeño de los emprendimientos en estos tres partidos, evaluando su desempeño a través de la consideración de la información cualitativa disponible. Tras un periodo de aplicación de políticas neoliberales, en 1998 comienza el diseño planes económicos, que irán en función a preservación de la vida humana.
